EPA LEAD-BASED PAINT

Demian Ellis, Regional Lead Coordinator for the EPA, will be discussing the federal lead-safe practices rule taking effect on April 22, 2010. This is an important new rule that you need to know about if you are working with homes built prior to 1978. Mr. Ellis will be taking your questions following a short presentation.

EPA Requirements
Common renovation activities like sanding, cutting, and demolition can create hazardous lead dust and chips by disturbing lead-based paint, which can be harmful to adults and children. To protect against this risk, on April 22, 2008, EPA issued a rule requiring the use of lead-safe practice and other actions aimed at preventing lead poisoning. Under the rule, beginning in April 2010, contractors performing renovation, repair and painting projects that disturb lead-based paint in homes, child care facilities, and schools built before 1978 must be certified and must follow specific work practices to prevent lead contamination. Until that time, EPA recommends that anyone performing renovation, repair, and painting projects that disturb lead-based paint in pre-1978 homes, child care facilities and schools follow lead-safe work practices. DEMIAN ELLIS

Demian Ellis is the Regional Lead Coordinator for the Federal EPA’s Region 3 office in Philadelphia. Demian has been working in this capacity over the last 10 years where his primary responsibility is the oversight of state lead abatement programs in the mid-Atlantic Region covering Delaware, the District of Columbia, Maryland, Pennsylvania, Virginia, and West Virginia. Since April 2009, Demian has also taken on the responsibility of overseeing the implementation of the federal Renovation, Repair, and Painting Rule program. Demian also serves as a compliance officer to ensure compliance with the federal regulations enacted under the Toxic Substances Control Act which includes Lead-Based Paint.
