Bradford Fitch, President and CEO, Congressional Management Foundation

Description: We’ve heard it a thousand times: the pandemic changed everything. But how did it change Congress? And what are the implications to advocates? In this presentation by the Congressional Management Foundation (CMF) participants will receive the latest research and guidance on successful advocacy. Content will include: how to integrate virtual meetings into your work; best practices for conducting advocacy back home in the district; and, equally important, what HASN’T changed as a result of the pandemic. The presenter is Bradford Fitch, President and CEO of CMF.

Bradford Fitch has spent 37 years in Washington, D.C., as a journalist, congressional aide, consultant, college instructor, Internet entrepreneur, and writer/researcher. He began his career as a radio and television reporter in the 1980s. He began working on Capitol Hill in 1988 where he served for 13 years. He worked in a variety of positions for four Members of Congress, including press secretary, campaign manager, legislative director, and chief of staff.

Fitch left Congress in 2001 to work for the Congressional Management Foundation (CMF). As Deputy Director of CMF, he served as a management consultant for Members of Congress, offering confidential guidance, conducting staff training programs, and writing publications on enhancing the performance of individual congressional offices and the institution. He served as editor of Setting Course: A Congressional Management Guide for the 108th Congress and 109th Congress editions. In 2005 Fitch managed CMF’s Communicating with Congress project, and co-authored the report, How Capitol Hill is Coping with the Surge in Citizen Advocacy. He left CMF in 2006 to form a new company, Knowlegis, in affiliation with Capitol Advantage. Knowlegis is now a part of CQ-Roll Call Group, where Fitch served as a Vice President until 2010, when he returned to CMF.

John Bradford, MPM® RMP®, Founder & CEO – Pet Screening

Description: Assistance Animal Compliance in Rental Housing: This session will review the latest federal guidelines for reasonable accommodations for assistance animals in rental housing. Topics covered will include HUD vs. ADA, federal vs. state guidelines, service animals vs. assistance animals, multiple assistance animals and nexus, unique assistance animal accommodation requests, internet providers and documentation and more. Woof!

John R. Bradford III is an experienced entrepreneur and CEO. He is a professional property manager with a demonstrated history of solving business problems for the property management industry and is also involved in state government. He is the founder of two different companies, Park Avenue Properties and PetScreening, which were both started from the ground-up. John is currently serving his 4th term in the NC House of Representatives. He serves in House leadership as a Senior Chairman of the Finance Committee and is the Chairman of the Alcoholic Beverage Control Committee. John is also a statewide candidate running for North Carolina State Treasurer.

Douglas Rice and Ashley Sheriff, HUD Representatives

Douglas Rice:  Douglas is Special Policy Advisor in HUD’s Office of Public and Indian Housing, where he advises HUD leadership on ways to improve the reach and effectiveness of the Housing Choice Voucher program. Before joining HUD, Doug was a senior fellow at the Center on Budget and Policy Priorities (CBPP), a nonpartisan research and public policy institute in Washington, DC, where he developed and advanced federal policies to make rental housing more affordable, reduce homelessness, and expand families’ housing options in communities with quality schools and other opportunities. Earlier in his career, Doug directed housing and community development policy for Catholic Charities USA, one of the nation’s largest social service provider networks.

Ashley (Ash) Sheriff: Ashley is Acting Deputy Assistant Secretary, Real Estate Assessment Center at U.S. Department of Housing and Urban Development.  She helps people by supporting HUD’s Office of Public and Indian Housing leadership in administering the nation’s largest rental housing assistance programs including the Housing Choice Voucher and Public Housing programs. Before joining HUD, Ashley was an Associate Deputy Assistant Secretary, Office of Public Housing and Voucher Programs for U.S. Development of Housing and Urban Development.

Description:  Historically, the lion’s share of legislation penalizing and constraining housing providers has been promoted and passed at the local level – in your cities, counties and at your state house. As one famous saying goes, “All politics is local.”
The importance of collaboration between the local chapters, state chapters, our state Association of REALTORS® and the AZ Department of Real Estate to accomplish common goals which benefits all our members
1. Repeal of a transaction privilege tax paid by tenants to landlord (goes to cities)
2. Development of an entire series of continuing education classes geared specifically for property managers (our state designation is called Certified Residential Property Manager) and counts towards license renewal.
3. Worked with the AZDRE to “train” the auditors in property management auditing.

Sue Flucke – Managing Broker/Director of Coaching, West USA Realty

Sue Flucke is the Director of Coaching & Managing Associate Broker for West USA Realty. She is a Director of the Arizona REALTORS® (AAR) and one of the founders of the Arizona West Valley Chapter of NARPM®. She is the 2023 Treasurer and Legislative Chair of the Chapter, and serves on the state Legislative Committee and board of the Arizona Chapter. She currently serves on AAR’s Professional Standards and Legislative & Political Affairs Committees.

She regularly teaches continuing education classes with an emphasis on property management for the state, assists the Arizona State Department of Real Estate in the auditing processes, and still shares a passion for all aspects of the real estate profession after over 30 years.

Jim Henderson – Founder and President, Landlord Solutions

Jim Henderson is a second-generation real estate investor and housing provider. Jim brings more than 23 years of housing industry and policy expertise to negotiating tables in legislative affairs around the state. Jim has owned and operated a private rental housing advocacy business since 2001; his first-hand knowledge and grasp of the systemic housing issues strengthen his effectiveness as a housing provider educator and lobbyist for several private housing organizations at the state and local levels.

As a lobbyist, Jim represents the Washington State members of the National Association of Residential Property Managers (NARPM). Jim has been an active member of NARPM for more than 20 years, has served in several leadership roles at the local, state, and regional levels, and currently serves on the state chapter and local chapter boards.

Bess Wozniak, MPM® RMP® – Operations Manager, PURE Property Management of Georgia

Bess is the Operations Manager for both the Atlanta and Augusta offices of PURE Property Management of Georgia. She is the 4th generation property manager having changed careers from being an actor/educator in 2010. As a member of the National Association of REALTORS®, Cobb Association of REALTORS®, Institute of Real Estate Management (IREM®), and National Association of Residential Property Managers (NARPM®), she believes strongly in education and elevating the property management industry. She has earned the Certified Property Manager (CPM®) designation with IREM® and both the Residential Management Professional (RMP®) and Master Property Manager (MPM®) designations with NARPM®.

Bess has also been an active member of the Cobb Association of REALTORS® Multi-Million Dollar Club since 2015. She has volunteered with NARPM® both nationally and with her local Chapter in Atlanta in multiple capacities for the past eight years.

Tim Started at Dodson Property Management shortly after college, working in various positions there ultimately becoming the Chief Operating Officer of one of the most effective and fast-growing property management companies in the country. While at Dodson, Tim helped start and grow the residential property management business, a unique small multi-family business line and an HOA management business line. After a brief stint at Evernest property management leading a team that acquired over 30 businesses, Tim is back with the Dodson Companies as their Chief Operating Officer, helping to bring to life their new mission of transforming neighborhoods and communities.

Jenni Utz – CEO, Utz Property Management

Jenni Utz is an entrepreneur who has perfected what it looks like to build multiple streams of income. From owning a real estate brokerage, property management company and remodeling company, Jenni is able to serve her clients in a full-service investor model. Jenni has taken that same philosophy and owns a diverse portfolio of investment properties, ranging from long-term rentals, short-term rentals, property flips and across various states. She now coaches others in the property management sector on how to diversify and create sustainable streams of income.

Description: NARPM’s new Chief Operating Officer Blake Hegeman will speak at the “Industry Update” on Thursday, February 15 from 8:15 am – 9:00 am. Blake has years of experience speaking on real estate issues, especially focusing on risk management and trends in the industry. You will not want to miss his take on current antitrust enforcement and how to avoid antitrust violations.
