March 20, 2026
On March 20, 2026, the Trump Administration released its National Policy Framework for Artificial Intelligence, a set of legislative recommendations calling on Congress to establish a unified national approach to regulating AI. The framework covers six key areas that could shape how AI is developed and used across all industries — including residential property management.
What’s in the Framework?
The Administration’s recommendations touch on a wide range of topics:
- Protecting Children: AI platforms that minors may access should include safeguards against exploitation and self-harm, and parents should have stronger tools to manage their children’s digital activity.
- Strengthening Communities: Residential ratepayers should not see higher electricity bills due to the construction of new AI data centers. The framework also calls for more resources to help small businesses — like property management companies — adopt and benefit from AI tools, including grants and tax incentives.
- Intellectual Property: The framework proposes protections for creators and innovators from AI misuse of their content, while allowing AI to continue learning and improving.
- Free Speech: The Administration recommends guardrails to prevent AI from being used to censor lawful political speech or expression.
- Innovation: Congress is encouraged to reduce barriers to AI development and avoid creating new regulatory bodies, relying instead on existing agencies and industry-led standards.
- Workforce Development: The framework calls for AI training to be built into education and workforce programs so American workers can benefit from — not just be displaced by — AI growth.
A Key Takeaway for Property Managers
One provision worth noting: the framework recommends that Congress establish a single national AI standard and preempt conflicting state AI laws. This could mean fewer regulations to navigate across different states — but it also means the details of any federal standard will matter greatly to how property managers are able to use AI tools in their day-to-day work.
NARPM Is Watching
AI is already changing how property managers handle everything from tenant screening to maintenance coordination to lease drafting. As Congress begins turning this framework into legislation, the details will matter. NARPM’s advocacy team will be closely monitoring this issue to make sure that any new rules support — rather than limit — your ability to do your job effectively.
