Tyler serves as director of Legislative Strategies Group, a division of OMG, and brings with him over two decades of local- and state-level legislative and lobbying experience in issues impacting regulation and governance of business and trade associations. He has held positions in the government, education, business and nonprofit sectors. Most recently, he was executive director of the Virginia Manufactured and Modular Housing Association, the trade association representing the state’s factory-built housing industry, and previously served as director of public and government affairs for the Home Building Association of Richmond. Tyler also served as director of government affairs for the Virginia Chamber of Commerce and was the legislative aide to former Del. Allen W. Dudley. A member of the Virginia Society of Association Executives, he is an adjunct instructor at J. Sargeant Reynolds Community College and chairs the Chesterfield County Committee on the Future. In addition, he has served as a member and chair of the Chesterfield County Community Services Board and as a member of the Alamance-Caswell Area Mental Health, Developmental Disabilities and Substance Abuse Authority. A native of Henry County, Tyler holds Bachelor of Arts and Master of Arts degrees from Virginia Tech.
Monica Gilroy is the founding member and managing partner of the Gilroy Law Firm in Atlanta Georgia. For over 30 years, Monica’s national law practice has centered on real estate litigation and assisting Property Management Companies, Brokers and Owners with all aspects of their business. She is the General Counsel of the Atlanta NARPM Chapter, providing legal services to its members. As a subject matter expert, Monica works closely with property managers, lenders and real estate companies in handling their Fair Housing issues and working to create protocols to prevent the same. Kimberly Godsey is a seasoned legal professional with more than a decade of experience as a licensed attorney, recognized for her expertise in corporate legal matters, regulatory compliance, and dispute resolution within the property management industry. Over the past 14 years, she has held key roles within the legal departments of major property management organizations, where she has overseen regulatory compliance, contract management, acquisitions, and litigation. Known for her practical approach and deep industry knowledge, Kimberly is also a sought-after speaker who has presented at seminars and webinars nationwide, helping professionals navigate the evolving landlord-tenant regulatory landscape.
Currently, Kimberly serves as the first General Counsel for Second Nature, where she provides strategic guidance on regulatory and compliance matters and supports forward-thinking product initiatives. She has spoken at numerous NARPM events, including Broker/Owner (2023), Capitol Summit (2024), multiple chapter seminars, and Women’s Council programming. Beyond her corporate role, Kimberly is a passionate advocate for legal education and diversity in the profession, having launched the Pathway to Law Program in 2022. She remains active in several legal associations, is a graduate of Texas A&M School of Law, and is licensed to practice law in Texas.
Prior to joining OMG as Director of Risk Management, Blake Hegeman had 17 years of experience practicing real estate, corporate, regulatory, and nonprofit association law, including as General Counsel for The Long & Foster Companies, Inc. and as Deputy General Counsel for Virginia REALTORS®. He advised and guided business leaders, employees, and the customers, agents and members they served on a wide range of corporate, regulatory risk management, and general nonprofit association matters.
Blake has always sought out and thrived working with nonprofit associations. As an attorney with KaneJeffries, LLP, Blake served as General Counsel to multiple associations and made association law an important part of his practice. At Virginia REALTORS®, Blake answered thousands of risk management questions from members, drafted association form contracts, annually taught over 40 real estate law sessions to REALTORS® statewide, wrote a popular column for the association magazine and filmed legal videos sent to all 30,000 members.
Blake has contributed articles and made presentations to many local, state and nationals associations. In addition, he served on the Legal Affairs Committee of the American Society of Association Executives.
Blake is a Phi Beta Kappa graduate of Virginia Tech and received his Juris Doctor degree from the University of Richmond School of Law.
Stacy Holden brings over 25 years of experience in the rental housing industry. A former controller at a large property management firm, Stacy has firsthand experience leveraging technology to solve urgent business challenges. In her role as an Industry Principal at AppFolio, Stacy engages operators to understand their needs and guides product strategy within AppFolio’s research and development process. Beyond AppFolio, Stacy serves on the board of Portland State University’s School of Real Estate Development and the National Apartment Association Services Board.
Brett Layson is the Sr. Director of Federal Government Relations at The Home Depot, the world’s largest home improvement retailer. He has served in a variety of positions of increasing responsibility at the Company over seven years and currently leads the team that’s responsible for all federal lobbying and political activity in Washington.
Prior to The Home Depot, Brett was a senior legislative assistant to Senator Johnny Isakson (R-Ga.).
Luke spent the bulk of his career in Virginia politics working for one of the longest-serving and respected members of the General Assembly, State Senator John S. Edwards of Roanoke, where he supported the Senator’s work on criminal justice reform, the judiciary, higher education, and critical budget negotiations that shaped transportation funding across the Commonwealth. From there, Luke continued through key roles in other legislative offices, including State Senators Adam Ebbin and Jennifer Boysko, and later served as a legislative analyst for the Virginia Department of General Services, the Commonwealth’s central service agency responsible for managing state-owned buildings, real estate, and Capitol Square.
Outside of the legislature, Luke was elected to Roanoke City Council where he chaired the Legislative Committee and worked on public safety, economic development, and land-use issues including zoning, development review, and long-range initiatives.
Luke holds a B.A. in Politics with a major in Government from the University of Virginia and is a graduate of the Sorensen Institute for Political Leadership’s Emerging Leaders Program. His career began as an intern for U.S. Senator Mark R. Warner and continued at the U.S. Department of Transportation. Taken together, these experiences at the local, state, and federal levels give Luke a comprehensive perspective on how government works in practice and how to make it work effectively for his clients.
